Official Rules & Regulations

1. ELIGIBILITY AND REGISTRATION

Sanctioning: Open to teams in good standing with USYSA, US Club Soccer, and AYSO.

Credentials: All players must have a valid, laminated, or verified digital player pass.

Roster Caps:
  • U11-U12 (9v9): 16 players max.
  • U13-U17 (11v11): 22 players max (only 18 may suit up for a single match).

Roster Freeze Dates: Friday, May 8, 2026

Check-In:

Mandatory Online Check-In Process

All rosters will be verified and checked-in by LACU staff in GotSport on Wednesday and Thursday, after Roster Freeze date to ensure that all teams have players present on them, and that players are eligible. To appear on the team's match card, players must have current US Club Soccer passcards. Referees will check in players at the field.

As we will be verifying rosters prior to the event, there will be no need to check-in at the headquarters tent. Check in is done on the field with the Referees.

Referees will be checking in players against the match card prior to each game, that each team has no more than the max roster amount and that there are NO written in players on the game card.

Players that do not appear on the match report WILL NOT be permitted to play.

Players that will not be playing during any game must have a line through their names on the Match Report or be set as inactive players in GotSport. Any additional player(s) on the bench may not be in uniform.

2. GAME FORMAT AND DURATION

All matches will be played under IFAB/FIFA Laws of the Game, with the following modifications:

Clock: Running clock for all preliminary games. No stoppage time.

Build-Out Line (U9/U10): Opponents must retreat behind the build-out line on goal kicks and when the keeper has possession.

3. SCORING AND STANDINGS

Points will be awarded as follows:

  • Win: 3 Points
  • Tie: 1 Point
  • Loss: 0 Points
  • Shutout: 1 Bonus Point (excluding 0-0 ties)
  • Forfeit: 1-0 win (3 points awarded)
Tie-Breaker Criteria
  1. Head-to-Head.
  2. Goal Differential (Max 5 per game).
  3. Goals Against (Fewest).
  4. Goals For (Most).
  5. Penalty Kicks (FIFA Laws).
4. SUBSTITUTIONS

Unlimited substitutions are allowed at any stoppage with the referee's permission.

5. PLAYER SAFETY AND EQUIPMENT
  • Shin Guards: Mandatory.
  • Uniforms: Home team wears LIGHT colors; Away team wears DARK colors. Home team must change in the event of a conflict.
  • Casts: Must be padded with 1/2 inch of high-density foam and approved by the Lead Referee prior to the match.
6. DISCIPLINE
  • Red Cards: Automatic 1-game suspension (minimum). Violent conduct may result in tournament expulsion.
  • Ejections: If a coach is ejected, they must leave the facility immediately. If a parent is ejected, the coach is responsible for ensuring they leave.
  • Protests: No protests will be allowed regarding referee "judgment" calls.
7. REFUNDS AND INCLEMENT WEATHER

The Tournament Committee reserves the right to:

  • Reschedule or relocate games.
  • Shorten game lengths.
  • Decide games by PKs if fields are unplayable.
